James M. Holly practices in the areas of commercial and media litigation and government, healthcare and transactional law.

Mr. Holly has practiced in state and federal courts throughout South Carolina at the trial and appellate levels since 1977 primarily representing corporations, businesses, institutions and government agencies and officials.  He is also licensed to practice law in Georgia. He has significant experience in state and local government in South Carolina, having served as an Assistant Attorney General for the Attorney General of South Carolina from 1978 to 1984, including two years as the Chief of Staff of that office, the City Attorney for Aiken, South Carolina, from 1985 to 1995, and the Chief of Staff for the South Carolina State Treasurer from 1995 to 1999. While serving with the State Treasurer, Mr. Holly was responsible for managing all bond issues by the State and its agencies and institutions as well as the State's banking and investment operations. Mr. Holly serves as counsel to South Carolina's innovative transportation infrastructure bank, which has issued over $1.5 billion in revenue bonds since 1998. He is counsel for the Savannah River Site Redevelopment Authority, a state agency charged with the economic redevelopment of various resources at one of the nation's largest nuclear weapons and research facilities.  He provides legal advice to several area hospitals and medical providers.

Mr. Holly, a native of Aiken, is a member of the South Carolina and Aiken County Bar Associations and a former President of the South Carolina Municipal Attorneys Association. He is a member of the Georgia and Richmond County Bar Associations.  Among other community activities, he has been active in serving organizations assisting the mentally ill and is the president of a non-profit corporation providing housing to the chronically mentally ill. Mr. Holly is a certified lay speaker in the United Methodist Church.

Mr. Holly earned his B.A., cum laude, in 1972 from the University of South Carolina, where he was admitted to Phi Beta Kappa. He earned his J. D. from the University of South Carolina in 1976, where he was admitted to the Order of Wig and Robe, the Law School's academic honor society.
